That the District Council of Yankalilla condemns the actions perpetrated on innocent Australians, in particular members of the Australian Jewish Community in Sydney on 14 December 2025. Their willingness to share both time and talent with the District Council of Yankalilla speaks volumes about their character. The ability to give and help others reflects not only their strength but also the quality of their humanity. Southern and Hills Local Government Association Meeting I attended the S&HLGA Meeting on 9 December. Two important items of business both adopted were: Southern and Hills Local Government Association Advocacy Plan 2025-2029 That the Southern and Hills Local Government Association Board: 1. notes the report titled SHLGA Advocacy Plan 2025-2029 (Reference 2.1/09122025); 2. adopts the SHLGA Advocacy Plan 2025-2029, incorporating the tourism objectives discussed at the meeting; 3. authorises the implementation of the SHLGA Advocacy Plan 2025-2029 in accordance with the Advocacy Framework endorsed on 17 October 2025; and 4. notes that activity and progress on the Advocacy Plan will reported to the Board at each meeting via the Executive Officer's report.
District Council of Yankalilla Council Meeting Minutes Tuesday 16 December 2025 Southern and Hills Local Government Association Draft 2026 State Election Policies That the Southern and Hills Local Government Association Board: 1. notes the report titled 2026 State Election Policies (Reference 2.2/09122025); 2. endorses the Southern and Hills Local Government Association 2026 State Election 3. authorises the Southern and Hills Local Government Association President and Executive Officer to implement a strategy to publicly advocate for the 2026 State Election Policies in the lead up to the election on 21 March 2026; and 4. notes that activity and progress on the 2026 State Election strategy will be regularly reported to the Board via email during the election period. Council has signed an agreement with the Yankalilla Districts Residents Association (Friends of Normanville/Yankalilla Dog Park Committee). This partnership means the Committee will lead and fund the construction of a new community-led Dog Park at Bungala Reserve, Normanville. Once complete, Council will take on long-term maintenance and asset management. This agreement gives the Committee the formal backing to secure additional funding and begin construction. A huge thank you to the Friends of Normanville/Yankalilla Dog Park Committee for their dedication, hard work and fundraising efforts to make this dream a reality! Mayors Christmas Message 2025 Christmas means something different for all of us. For some, it is a time to gather with family and exchange gifts; for others, it is a moment of deep spiritual significance. Whatever Christmas represents for you, I hope it brings many reasons to smile and the opportunity to share this special time of year with those closest to your heart.
District Council of Yankalilla Council Meeting Minutes Tuesday 16 December 2025 I would like to extend my sincere thanks to the many dedicated volunteers and community groups across our Council area. Your commitment, generosity, and tireless efforts have protected, supported, and strengthened our community throughout the year. You are truly deserving of our ongoing gratitude. As the year draws to a close, I hope each of us finds a moment to pause - to rest, reflect, and reconnect with what matters most. In the spirit of Christmas, I encourage everyone to look for opportunities to support those who may be finding this season challenging. That all landowners are provided on their 2026-27 Rates Notice; with a designation next to the value of the property (symbol or alphanumeric character used to be determined by Council Administration) that will indicate the land is valued on a Notional Basis; and, a) with a link to the Local Government Association’s Fact Sheet 4: Valuations; and the Notional Values Concessional Property Values for Primary Production fact sheet from the Office of the Valuer-General. Background 1. As per the SA Land Act 1971, when property is valued on a Notional Basis by the Office of the Valuer General, the valuation on a capital basis as if the owner were not entitled to the benefit of Notional Valuation is also calculated for the property. The Office of the Valuer General has provided both pieces of information for the 2025-26 financial year to the District Council of Yankalilla. The provision of both details of values, substantive and notional, to the property owner will enable the owner to calculate whether DCY’s discretionary 9% rebate to Primary Production property owners whose land is over 35 hectares in area and are valued on a capital basis would be of greater financial value to their current situation of being on a Notional Basis of valuation. 2. The Local Government Association and the Office of the Valuer-General provide fact sheets concerning property valuations and details about Notional Valuation, respectively. The fact sheets are not easy to find. It would be useful for ratepayers to have links to them in one spot, and the second page of the Council Rates notice is a logical place to supply that information.

District Council of Yankalilla Council Meeting Minutes Tuesday 16 December 2025 • Sophie Maclay-Ross – Governance and Communications Support Officer Having taken into account the relevant considerations contained in Section 90(2) and Sections 90(3)(d) and Section 90(3)(i) of the Act, Council resolves that the information be received, discussed or considered in confidence is: • Commercial information of a confidential nature (not being a trade secret) the disclosure of which – (i) Could reasonably be expected to prejudice the commercial position of the person who supplied the information, or to confer a commercial advantage on a third party; and (ii) Would, on balance be contrary to be public interest. • Information relating to actual litigation, or litigation that the council or council committee believes on reasonable grounds will take place, involving the council or an employee of the council. That the Council is satisfied that the principle that meetings of the Council be conducted in a place open to the public has been outweighed by the need to keep the information or matter confidential given the information supplied by a third party (being FRWA) contains commercial information of a confidential nature that could reasonably be expected to prejudice the commercial position of the person who supplied the information and because threat of litigation has been made. That, pursuant to section 91(9)(a) of the Local Government Act 1999, Council delegates the duty to conduct an annual review of the confidentiality order to the Chief Executive Officer, or their sub-delegate. That, pursuant to section 91(9)(c) of the Local Government Act 1999, Council delegates the power to revoke the confidentiality order, in part or in whole, to the Chief Executive Officer, or their sub-delegate.
